Prior to her election to the Common Pleas bench, she served as Judge in the Gallipolis Municipal Court from 2003-2017. Judge Evans, and her probation staff, instituted Gallia County’s first drug court while in Municipal Court in 2006 and instituted one in Common Pleas in 2017. Evans graduated from Rio Grande College in 1984 and taught English in public high schools for six years. After graduating from the University Of Kentucky School Of Law in 1993, Evans practiced in a law firm in Huntington, WV, until 1997. Evans served several terms on the Ohio Supreme Court’s Advisory Committee on Domestic Violence, chairing the committee during her last year.

The PROSPER delivery system, originating from Iowa State University, is an evidence-based model that has proven successful for nearly two decades in eight states across the country. The PROSPER system impacts community, schools and families by building a sustainable infrastructure for community-based prevention. It addresses multiple high-risk behaviors, increases healthy communication within the family, improves youth resilience, and self-efficacy to resist peer-pressure to begin drug or alcohol use, with effects lasting long after the program is completed.
